(Disclaimer: I work for a Web Security Company, so I'm biased).

In my opinion, the Cisco router is not suited for such tasks. Why? Because the Internet is ever changing, and what is a "phone-home" type site today is gone tomorrow, and ever changing. Your best bet is to do a Web Proxy and proxy that stuff before going over the link.

Get yourself a proxy that works with WCCP, and configure WCCP on your Cisco router to re-direct the appropriate web traffic over to the proxy (this way, you don't have to alter any desktops). Then use a URL filtering database on the proxy to block the appropriate category (say, all Malware sites, or all Phone-home type sites).
