Cisco 800 Series Problem

I have a question regarding my Cisco 831 router. When i login to the router via serial connection. I get a strange set of characters. It's not booting up to rommon mode it just gives me this:

How do I fix this problem. The router originaly booted to rommon mode and i was in the process of uploading an IOS image and I had a power disconnect. Now I am unable to do anything. Is there a fix for this?
 
Double check your serial port speed settings and try adjusting it to see if that fixes the issue. Default should be 9600 8n1, so start there and start changing the speed and see if you can read the text after changes.
 
Ok, I fix the issue with the strange characters and yes it was because I set the baud rate to 115200 to transfer fresh IOS to the router and when it was done i for to exit the terminal and set the terminal connection back to 9600.

My second question is that after transferring the IOS to the router I get the message the download is complete but then I get after performing the reset command stating: (and i am wondering how much of this could be a software issue or a hardware issue)

Looks like you have a corrupt IOS file. How did you transfer the file? Try getting a new file and uploading it again.
 
I transferred the file via the xmodem command. If the IOS is corrupt how do I get a new file. I bought this router off ebay and i rally don't have other resources to pull from. Is there a place to get a fresh legit copy of the IOS?
