Cisco 7960 MGCP Configuration

Here is the scenario: I have a bunch of Cisco 7960G phones with another PBX system using MGCP for the calls. These phones are pointed to an Edgemarc 5300 media gateway currently. I want to include another EdgeMarc gateway in the network and split up the phones to alleviate a single point of failure for our call center phones and was wondering if I am able to do the following:

Is there a way to add a secondary mgcp gateway to the phone configuration so that if the primary gateway goes off line the phone will register and connect to a second gateway? If so, how is this accomplished? Thru the MGC<MACAddress>.cnf file?

So is there a call manager in the picture or call manager express?
Phones do not use MGCP to register to a gateway.
Either SCCP or SIP are the two options.
