Cisco 7940 IP Phone stuck at "Configuring IP"

I have 2 Cisco 7940 IP phones that are stuck at "Configuring IP". They receive VLAN information, then stay at Configuring IP. I have tried **# to unlock the phone, didn't work. I have tried doing a factory reset, didn't work. A host connected to the phone can receive an ip address. I think the phone still has some network settings on it, but i can't access the settings. Is there any way to get into the settings when the phone is stuck at "Configuring IP"? Any help is greatly appreciated
 
What if you set the switchport dedicated to the voice vlan and then test if a device like a notebook is getting a ip address.
Seem here that the DHCP can't be found in the voice vlan.
