I have a Cisco 6509. After a UPS failure, many servers were rebooted. After that there is only one issue with one server. No network access. We've figured out that it is that particular IP address that is being "Blocked". It can be pinged, but it cannot ping anything else. (We configured another server with that IP address, and could not ping out.) I am looking for help resolving this. Can someone point me in the right direction?

Disconnect the server you think you are pinging and ping the IP address again.

Get a copy of the config and search it for the IP address.

Are you saying you can't ping out with the new server or you can't ping the new server from somewhere else? it could just be firewall preventing ICMP packets from reaching/returning from there destination. Some PC operating systems like WINdows 7 block ICMP by default.
