CISCO 3700 & Radius/IAS on Windows 2000 1

Anyone using RADIUS/IAS on a Windows 2000 Server in conjunction with a CISCO 3700 Router for RAS access?
Having intermitant problems where users will not be authenticated against the router when dialing up, however if I 'backdoor' via analog modem to the LAN and telnet to the router I am validated against it immediatley using their Active Directory ID so doesn't look like an AD issue but something on the router? I've upgraded the router software but still this occurs....any help or advice anyone?
