Cisco 3640 won't encrypt packets on this tunnel

Have anyone ran into the problem where a 3640 will set up the
the tunnel but won't do the encrption. I have cleared the sa
with the "clear crypto map sa" command and reprogrammed the
crpytomap to the interface but nothing works.

Yes I have 3 other vpn s on this router that is working just fine.

The first things I would check are:

1. Key match on each end
2. des/3des setup properly for each end
3. Check to see if the IOS has any bugs in this area. We had a router we had to upgrade the IOS on to get 3des working properly.
