Cisco 3640 router loses Configuration after power on/off 1

We have spare Cisco 3640, that is why it is a spare I guess, that when I configure it and reboot or power cycle it loses it configuration. Anyone has any idea what would cause that?

Your config register is incorrect , change it to 0x2102 and you should be fine .
