Cisco 3600 and a NM-1E2W

So here is the issue I have a Cisco 3640 and a NM-1E2W, the router is running a current IOS version. Without the NM-1E2W plugged in the router boots fine. When I add NM-1E2W and go to power on the router nothing happens, no lights, no fans, nothing. When I plug in serial interfaces without the NM-1E2W everything is great. Any ideas as to what is causing this issue?
 
That module maybe dead and is short circuiting the router.

The other funny thing is I have 2 NM and both yiled the same results. Any other possible answers???
