I am running a cisco C3500XL Software (C3500XL-C3H2S-M), Version 12.0(5)WC3b, RELEASE SOFTWA
RE (fc1)

with this switch does it do qos or bandwidth limiting on a per port basis?

And what is the typical use for this model of cisco switch?

I don't know for sure but I would doubt it , that is a really old layer 2 switch . Those are like circa 1995 .
