Cisco 2650XM T1 issue

Hello. I am having trouble bringing up a T1 on a 2650XM router. I am using a VWIC-2MFT-T1 card in the 2650. The other device is a
Cisco 7206. If I pull out the VWIC-2MFT-T1 and put it in a 1721 the T1 comes right up, so it seems the card is ok and the 2650 requires something additional in the code.

This is what I have on the 7206:

The carrier detect light is green on the 2650 WIC. The status of the interface is up/down. I can use the same config on the 1721 to bring the circuit up.

Anyone know what I am missing here?
