Cisco 2600 Router Bandwidth Distribution

Please could anyone help.

We currently have a leased line (2mbps), and we want to share out the bandwidth between three range of ip`s.

The main group would be able to get a maximum of 1.5mbps
The second group 64kbps. And the remainder of the bandwidth would be used by the third group.

I cannot find any information in laymans terms and any help, solution or good sound information would be greatly appreciated.

I think you're looking at some kind of traffic policy implementation. In the past I've used Committed Access Rate to achieve something like what you're describing. I could go into great detail here but the following link pretty much covers what I would say anyway:
