Cisco 2600 Router and USR(3COM)V.Everything Modems

I Have a Cisco 2600 router which has 4 async modems on it for dial-in purposes. I don't seem to get the throughput needed.(ie:56k modem connects at 21k)

It may be 3 things:
1- Router config - I checked
2- Telco quality
3- Modem settings

What are the correct switch settings for the Modem?
