Cisco 1700 & 4FXO can't roll over PSTN lines

We have a situation at one site where 4 PSTN lines enter the building and go straight into a 4FXO module in a C1700. These 4 lines are configured in a hunt group - there is one "master" phone number and if that's busy the next number will ring etc. This system works fine if 4 analog phones are connected but not in CallManager.

With the lines connected up to CallManager the first line (which is configured by SBC as the initial hunt group line) will ring fine. If it's in use, however, the caller will get a busy tone and the other three lines sit there idle.

Our temporary solution is to plug the first line into a regular analog phone and stick it on hold 24/7. We have the other three lines plugged into the 4FXO and they rollover just fine. This, clearly, is not ideal.

Is there some special configuration I need to do to the 1700 in order for it to allow rollover?

Are you pointing the FXO ports to the Pilot of the Hunt Group or the first member in the hunt group?
Test the Hunt Group operation from another IP phone and see if it operates correctly. Sounds like it's not. When the first incoming line connected to the FXO is busy is the second phone call hitting the next FXO port and getting the busy from CCM or from Telco?
