I hope that I state this properly -- so here goes.

The look:
My boss is needing a a circular graph that will have 2 circles, 1 within the other. On the inner circle I will need tickmarks that indicate 0-360°. In between the 2 circles he is wanting the tickmarks to be labeled with the appropriate 10°, 20°, 30°, and so on upto 350°.

Question1:
Currently he is manaully labeling the graph; what I am curious about is the a means, programmically, to tie the label to the tickmark
Question2:
and so that any resizing would a adjust everything proportionally?

The short is answer is yes. The actual answer may be a bit stickier. From what I'm reading, it sounds like just a block with attributes might suffice instead of programming might solve your problem so mayb I'm not understanding fully what you want to achieve.

If you can provide a little more detail, we might be able to give you a better answer, like how the graph works, why you're concerned about resizing, how you envision the program working etc.
