Circuit issues after move, please review someone must have had these same issues at one time

Hello Everyone,
Gonna give yo the complete story. We had (2) Pri's from Paetec/WIndstream out of Manhattan that were in a 5ESS switch. Since super storm Sandy we decided to move these (2) to Newark,NJ same carrier but G9 switch. We have had multiple issues like error 5525 regarding caller id, we are now just living with those error's. In working on that issue we discovered or at it appeared that calls were not rolling from the one PRI to another when full. The vendor claims that it is but if we go into LD 60 and disable some channels to force calls to roll to the second PRI they fail. Basically if I disable a single b-channel all calls stop coming into our facility...
The carrier has told me that it was the way I was doing, reseat the PRI card etc. I have done all that and even tried going into LD17 and turning on Bserv (yes) and that caused the circuits to come up FE MKBSY and the carrier said that they saw everything up and operational. (In hindsight I need to do this again but work with the carrier to make sure they have it on)

Again everything was working fine until we moved from one location to another which resulted in a different switch on their end. I have asked them for information on how our circuits should be built and got NI2 and FAS. Which is the way they are built. Has anyone else experienced anything like this or has knowledge of settings that need to be done to the CS1000 in order to get it working happily with the G9 of the carrier?

My question is how are your PRI’s are set up; are they set up as a ISA master group with DID and DOD service routes, or Both Way Trunks. My guess at this moment is that the PBX and the PSTN is set up different. Have you been able to verify that they have set them up as they were; or is it just their word. I've had new services installed and had the Providers SWEAR that is set up as i ask,just to find that they didn't read all the info they had and set the service up so that it was easy for them. I believe that NI2 should be used, but not sure.
