CIR / EIR....help

Trying to configure CIR / EIR on my cisco router. I have a 128Kbps connection, 64K CIR and 64K EIR but I have just discovered from my service provider that I am shaping traffic perfect for 64k but i am not using my 64K EIR.
config :
map-class frame-relay qos1
no frame-relay adaptive-shaping
frame-relay cir 64000
frame-relay bc 128000
frame-relay mincir 64000

I think I need to set the frame-relay bc to 64000 and also add in frame-relay be 64000.

would I be correct in my thinking?
any help much appreciated,

I have to ask, is this on a frame relay?
If so the serial interface should have a statement like this. ( service-module t1 time-slots 1-2 ) given you 128k
the burst should be allowed by the circuit provider when available. Jeter@LasVegas.com

What kind of traffic shaping would I have to do on a 1.54 with 128 CIR ?
Sorry for the generic question...
