Upgrading a 15 year old toshiba system.3 lines 10 sets. Cics 6x16 would seem to be a good fit.
Since Avaya has taken over,is it true that there are no longer new Cics, only refurb are available?

Firstly the CICS is an 8x16x1 expandable to 8x24x1. Not 616.

It hasn't been made in quite some time. You can still find new unused systems out there, as well as lots of reconditioned units.

Not sure you'll find one new but like allworx said you can get one refurbed and still get something like a 2 year warrenty from most vendors. They are great little systems that last forever.
