CICS Table management admin question

We currently allow our programmers access to the "ceda" transaction in development. The CICS admin group wants to eliminate this capability. I was wondering if it is a standard practice to restrict this in development? The developers feel that having the capability is more productive.
 
I have found a 50/50 split amongst the places where I work. The CICS System programmers often wish to keep as much control over the environments as possible, so Security protect the CEDA transaction.

It's particularly frustrating to have it removed in a development environment. I imagine after a few months of your team pestering to do your CICS set up etc they will find they are spending more time doing your work than what they're saving themselves and give you it back.

In the meantime ensure you can at least use CEDC, which is a read on ly version of CEDA.
