CICS strangeness

We have a CICS with only 1 card in it, in the leftmost slot
and it is a NT7B69AAAA - 4 port global line card right, no CLID? -, They have 3 lines coming into the system, regular phone lines. Previous to me someone had worked on the system after a thunderstorm and line 2 on the card was marked as bad.
Last week after a thunderstorm line 1 no longer works - there is dial tone at the 66 block, but when the line is selected from a system phone there is nothing there. I tried disabling the card, re-enabling the card, no luck. So we had a spare CICS from another building with a NT7B75GB in it, I tried that card and it acted the same way! Lines 1 & 2 no dial tone. I put the NT7B75GB back in the system it was in originally and powered it up ALL the lines worked. Can something go bad in the CICS core itself that would cause the lines to no longer function? Any thoughts?
 
yes thats very much possible ... both card/ cabinet can have problems
 
I had a system with the same problem, moved the lines to the second slot (31,32,33,34) and all worked well...Until the wanted more lines. I ended up replacing the cabinet. Sounds like you might have the same problem.
