We a spare CICS cabinet that we are going to start using
so we do not care about the programming in it currently.
Can't we just buy the 7.1 software cartridge and put it in
then power the system up? Or do we need to short the battery
first then put the new card in and power it up? Or something
else to make sure everything goes smoothly( ie not ruin the cabinet/line card )?

Thank you.

If you wish to re program from start then power down and put software in and power up.
If you wish to keep programming then you will need the upgrade tools.

You may have to wait for quite a while for the software to install. Last one I did that way took about an hour and change before I could access the system

You can't go from 4.0 straight to 7.1. If you have a 6.1 put it in first, let the CICS boot up, then power off and try the 7.1. If not, do a STARTUP with the 4.0. At the point where the display reads "Applying template" pull the power cord, insert the 7.1, and power on. Give it about 10-15 minutes to come up.
