CICS (COBOL) -> WEB

I know that it's no problem to get e Connection from the Web to the Host.

But what about the other way around?
I need to open a web-page (on the local computer) from
a Cobol-Program (on the host, MVS, CICS).
How can that be done?

Why not look at this problem this way: how would you acccomplish this manually?

I need to open an URL that changes dynamically.
The users don't want to "cut and paste" every time.

But as I see that there seems to be no to do that I have
to look for an other solution.
