Not sure if you have already got the answer to your question... it has been a while since I have logged in here.

Depending on the version of EDE (Ellipse Deployment Environment) you may or may not have the option to set the evar ECP_USER_TIMEOUT via EAC for an Ellipse Instance. (The version of EDE determines the options available in EAC).

You can view your current CICS timout setting by executing the following in your Ellipse Instance:
env|grep ECP_USER_TIMEOUT

You can set it manually in the file $ECP_INSTANCE/config/instcfg.xml

You should see a line similar to this:
<Config Value="30" Status="enabled" Name="ECP_USER_TIMEOUT" Storage="cfg"/>

When a user is timed out there will be an entry made in the file $ECP_INSTANCE/log/MAPI.out

Point to note: There is also a timeout setting available if you are using WebView and it is found in the web.xml file of the WebSphere server which times-out a connection between WebSphere and CICS. The ECP (CICS) timeout will over-ride the web timeout if set to less than ECP.

Also depending on the version of ECP you have installed there may also be another timeout option through the evar ECP_CLEANUP_TIME. If you refer to the doco for you version of ECP - Ellipse CICS Processor Installation and Operations Guide and Reference - you will find the definitions of these variables.
