make sure that the ATA is allowed access to the outside line pool. check to make sure that you have an either an external access code programmed or a code programmed for the line pool you are using.
you should be able to dial 9 from the ATA and get dial tone same as you should be able to grab intercom dial tone on a regular desk set and dial 9 to get outside dial tone.
there really is not that much more to make an outside call from an ATA
