CICS 8x16 (Clid card) Low volume tel. lines...

Hi all, my first problem is this!
- Low volume on C.O. lines (CLID cards) Reported tbl. to local provider (Telus) Tested ok.
-Swapped co cards (equip. 8 x 16)Tbl. remained.
-Put in new co card tbl. temporarily cleared.
-Tested ring voltage (incomimg to co .card) 52.2 volts.?Is this low ?should be closer to 70.volts?
-Have upped the c.o. to long c.o (line settings)
-What happens after these tests is ,when you adjust set volume ,your handset volume is so loud that you can't hear caller!
-This location is loud but not noisy. Retail counter..
-Could software be causing this (6.1sw was issue previously)

Why change the engine if all you need is to change the spark plugs.
