CICS 8-Port Expansion Card

I am the IT person for a small company but try to do their phone work also. I cannot see more than a 16 station capability even though it is equipped with an 8-port expansion module. It has the standard software card version 7.0. I reseated the expansion and software cards. I show DN's only from 221-239 in Maintenance/Port/DN Status. If I plug a phone into any one of the expansion ports on the 66 block using a made-up jack, I get lights flashing like it is initializing, but that's all. Do I have a failed expansion card, most likely?
 
Maybe but I question the software.

What is the SP code under Maintenance/System version?

Also check for bent pins on the back plane.

The software version is 30DHC04. I did not check the backplane but I will do that tomorrow morning before they open up their business.
 
You've got 7.0 standard which should be fine for expansion, did you check, or try a different amphenol cable? I have seen them assembled wrong before.
 
Thanks to those who responded to my question. I found out only late in the day that two years ago, a phone service company had determined that the expansion card had been damaged due to a lightening strike. They reprogrammed the existing controller and left it at 8 x 16 because the small business did not want to spend the money for another 8-port expansion card at that time! It would have saved me time spent on troubleshooting if I had known this earlier. Oh well....
