Cics 4.1 line programming.

I had to add a 5th line to a cics with 2 ci cards already in the system we took over. In programming the first extension, line acces, show line would start at line one then do next it went line 001,002,003,004,005,031,032,033,034, on
ext 222 it would be 001,002,003,004,005,006,031,032,033,034.
ext 223 001,002,003,004,031,032,033,034.

I programmed line 005,031 on ext 221 and lines 005, 006, 031 on ext 222 and 031 on ext 223.
I punched down the new line and got dial tone on 031 on all 3 extensions and appearences (dead air)of line 5 on 221, and appearences of line 005, 006 on 222.

The line works fine programmed 031 on all phone, why did the software allow me to see other lines, 005,006 have not seen those since 8x24 or 6x16.
