chuser can't excute

Dear! everyone!

My system with running aix52 have problem that can't excute 'chuser'with root and not upgrading ML from 04 to 05.
system is install security tool calld 'hizard'
Does anybody knows it?
I've tried to excute 'chuser' and upgrade ML with disabled hizard, but it's failed.

I don't know what to do!
Could everyone show me the way?

can you post the error message when you upgrade from ML04 to ML05. recently i upgraded lot of LPARS to ML07. it is working fine. i think you may get errors like filesets missing...

I believe "hizard" might have changed the permissions on chuser, to prevent a security hole.
