Chinese Translation Software

I recently had a request to find a translation software that would translate chinese to english. After much research, I did find a program called China Star (from OTEK) which changed a 98 Workstation ( wouldn't work in NT) to read chinese characters. I then installed Transwhiz, which actually translates the language. I did have to download patches from Microsoft Windows Update (chinese language simplified and traditional) and a patch from the Otek vendor. The result is a translation, though not perfect, is readable. My question is, is this the easiest path to making chinese translation work? It seems a bit complicated. Shouldn't there be a way to simply change language to unicode and let the systems decipher the workstations language? Is the difficulty due to the chinese language being script instead words? (such as arabic?)
 
If your method works, don't knock it. Most translation programs I've used don't even work that well. Look at a program called BABEL. I can't find its URL at this time but you should be able to download a demo from your favorite download site (i.e., Tucows). I haven't used it but reviews say it is OK.
