Checkpassword:cannot scan password for dictionaries

I am trying to configure npasswd and when I run /usr/lib/passwd/checkpassword to npasswd,I get this error:checkpassword:cannot scan password for dictionaries.Any suggestions on how to resolve this error is appreciated.
