What would be the best way to determine the traffic going into and out of my nic? I have found some source code that does this but I don't quite understand how it works...If anybody has a website or two on the subject I would be appreciative. Ultimately my goal is to right a VB program that sites on the server an monitors what machines made which connections and how much they downloaded....

A program like Sniffer Basic from Computer Associates or a hardware device like Fluke's Nettool can monitor the traffic. If you are plugged into a Switch as opposed to a hub, you will either need to "mirror" the port to another port to use sniffer, or plug the Nettool device "inline" between your computer and the hub.
If you are just looking for % of bandwith, bad frames etc, I would recommend the Nettool.
If you want to monitor specific content (what's in the packets). I would recommend sniffer.
