checking for file and starting php

Dear CGI users,

We do have a great problem:

We want to start a php file if a known file is uploaded. Can someone give us source for checking and starting a php file.
Can the filename be every name with extention .cgi?

We are searching for information to learn cgi, can someone give us a good site?

Check out the FAQ section here on Learning Perl, it leans heavily towards Perl, but there's a signifiucant amount of CGI crossover
