Checking for external Library References in Project VBA

Does anyone know how to check, using VBA code, if a particular Reference library has been switched on in the local environment options, and then how to switch it on if not?

I have been developing some emailing functionality between MS Project and Outlook, and when I run the code on another's machine, discover that some external references fail because they don't have the MS Outlook object reference library switched on.
