I personally think that you should remove the left margin etc on the page so that it fits into a 800x600 res. There is no point having a horizontal scrollbar unles you need it, it seems a waste to have it for the sake of 30 or so pixels when you could easily fit it all in that res.
Also another small suggestion, what about centering the text on the left hand size of the page? Archive ect. Makes it look a lot neater.
Couple of other things, navigation!
If i navigate with the left menu I get stuck, I can only use the top menu which provides different information or I can press the browsers back button. I prefer clearer navigation, I never leave it to the visitor to hit the back button. Maybe you could include a short menu on each page so visitors can easiy return to main.
Also it might be worth compiling a disclaimer and perhaps a Private Policy.
Lastly, the links to other organisations, it would look better if you give them their full official title instead of, for example, un.org
I didn't look at it in detail, but it appears that the links along the top all open a new window. Since the user is actually navigating within the same site (and not jumping off site most of the time) then its probably best to avoid the 'new window' pop-ups.
