chart displaying partial data problem

I'm trying to create a chart from the detailed data in my report. The data is grouped by department and shows the related sales figures, all of which come from a master query compiled of many other smaller queries. I have put the chart in the report footer.

The problem is that the chart only displays one department's figures (one bar). When I preview the chart using the wizard everything looks great. Any ideas why this is happening or how I can fix it would be greatly appreciated.

 
Often, charts are "set-up" with a sample data set, but run with a different one. If this causes more data groups to be present in the 'run-time' version, the chart does not 're-scale' to show the new range. It CAN be corrected in code, but I do not rember exactly what you need to do to the chart object. I believe it is just a "refresh", but again, I do not rember HOW to tell it to refresh.
