Charset encoding problem

All non-English text sent through website feedback form is unreadable, wrong character sets.
Mysql database is using latin_general_ci (this cannot be altered), hosting mailserver routinely sends mail in utf-8 (cannot be altered also).
Is there way adjust something, to receive correct character sets email messages?
 
explicitly send a utf-8 charset directive in the headers of the webpage.
set the form enctype to multipart/form-data and add an acceptcharset="utf-8" to your form tag.

make sure that you have the correct doctype set and that your form validates.

that 'should' fix the basic trouble of getting data to/from the browser unless you have something funny going on in your webserver and/or browser.

for the mysql stuff, not sure how you solve this problem. best ask in mysql forum. at worst you could base64 encode the text before storage. although you would lose searchability.
