Charging Clients to complete their security questionnaires

Does anyone know if there is (other than moral) a law or set of laws (specifically within the financial industry) that surround charging a client when then ask a company to complete a security assessment? What are your thoughts on charging them? Do you think it is better to charge them or not charge them? Are there any supporting documents that I can look at that refer to this type of situation?
 
It is always legal to charge for services rendered. Whether to charge or not is a business decision and could potentially be made on a case-by-case basis rather than a general policy.
