Characters not showing up in VB components

I'm using vb.net 2008, and receiving data from a socket. The problem is that some extended characters show up as boxes (little squares) in my vb components that I'm loading with the data (richtext, lists, etc).

Can anyone give me any tips on how to trouble shoot this? Thanks!

And a bit more information...

It seems that some of the data is arriving UTF8 encoded, and some of it isn't. The data arriving in UTF8 is working, and the data that isn't UTF8 doesn't work... for example..

With a packet sniffer I determined that the byte that is being sent for ì is sometimes EC in hex (not encoded) and C3 AC in UTF8 Hex (encoded). The UTF8 works. Is there anyway to display the non-encoded portions correctly? I can't do anything about the server side...
