Character Set changing

I have a general question. Is there a way to change or add the type of character sets that exchange can handle.

Little Background: I have a company that sends emails to use that are suposed to have a redirection to a website. When they send it they send it with a charcter-set of cp-1250 well the email gets here it has a attachment with the raw email in it and the character-set has changed to cp-1252. Any help on this would be greatly appreciated.
