Is there a way to limit the number of characters allowed in a cell?
 
try DATA > VALIDATION
I think it works the same for 97 and 2000 ... it allows you to set the option TEXT LENGTH under the ALLOW dropdown

Yes! Click Data->Validation->Settings and define your limits under 'Allow'.
