Probably means the line is configured for only one SPID.
If you havew the ability to do a protocol trace capture it and take a look. You will see the ISDN device send the SPID 01010101010101 and then you will see the CO send one or more SPIDS back.
This can be a problem with your ISDN router or with the telco. I have had the same problem with a 2 SPID installation. My problem was the router the first time and a bad translation from the provider the second time.
The tech came to my house and threatened to bill me until I showed him a total of 12 ISDN routers, 2 ISDN modems, and my own ISDN butt set. After 18 months of bad service I got a 9 month service credit.
I am looking forward to giving away all of my ISDN equipment in the next two months when DSL becomes available.
