I have a system that has maxed out mailboxes. I have an extension 13 that used to have a mailbox years ago but not now. We have a new employee on extension 27 but no mailbox can be added. How do I delete 13 the add 27?

log into Admin and go to maibox setup(4) *d will allow you to delete it.
The prompts will prompt you

sorry its partner voice messagig release 3 PC card. I was looking at a user card I had for mail vs. I have 7 options when logging in but say delete mailbox. Thanks for your help!

You don't delete mailboxes you assign them. So assign the mailbox for extension 13 (mailbox 4 by default) to extension 27, you may have to reinitialize the mailbox before it will allow you to change the assignment.
