Many ways. Use night service or change the dialplan to name a couple.

what type of an announcement? Like an interactive Auto-Attendant, or just an announcement that plays a message and hangs up?

rockspop - just an announcement and then hang up. I'm thinking I can change the dial plan call type to ext and then send it a vdn\vector that plays the announcement.

That could work, or you could just make 0 the extension number of the announcement on your VAL.
