Changing website themes?

Hi, I have a question regarding switching themes in a webpage. Is it possible to change the styles of a webpage w/ the use of only CSS and Javascript?

For example I notice some websites have 2 icons on the top corner, and by selecting a certain one, the whole page design changes (but layout stays intact). Like the images, background images, font colors, etc. Sounds like CSS file swapping, but is it possible w/o PHP or those stuff? thanks

Yes you can do it with Javascript or a server side language.
