Changing/ Updating Forms in Access 2000

Is there a way to easily update forms in Access 2000? I am on a shared drive with 6 other people. I know I can't update a form if someone else is currently using it. Right now it seems as long as someone else is using any part of the database I can't update any form. Is there any way to change this?
 
Basically no.

You could always put a process in place to boot people from the system whenever you want to make changes to the database.

Failing that just keep a development copy of the system and make changes to that. Then roll out a new release..
