In 9006 programming, which has many similarities to the 4000 you want to look at these 2 items. YMMV:
DIS-DATE
CHA-DATE
it will usually ask you for date and time one piece at a time.
DIS-SONUS
ADD-SONUS (I think)
or CHA-SONUS
SONUS is the table that controls when the DST change happens, and you can set the beginning and ending dates for DST. It was probably set for 10 years when you got your switch, but if that was before the government changed the dates the table is probably screwed up.
I changed all mine a couple of years ago so I don't remember exactly how to change dates that are already in there. I know ADD will let you put in date for future years, but I have one of those guy feelings (and I have a big gut!) that you don't change a bad date that's already in the table - you just add new ones and they replace the old ones... Otherwise you can try CHA....

I tried this which worked for about 10 seconds and reverted back.
As it turns out I needed to update several files on the switch which I finally got from the tech .
I know my tech gave me a procomm script file to change SONUS because I had to do it on 7 switches and didn't want to have to re-key all the dates. Maybe that's what the file was....
