Changing the number of rings before a call goes to VM

I have one user here who's phone only rings twice on the second line before going to VM.
This is on a Norstar system with a Call Pilot 150.
How can I change the number of rings for this particular user?

you change the forward no answer timer to some other number (like 4.)

the setting is under terminals and sets/ capabilities
