Changing the number layout for an incoming caller id

Hello,
Right now whenever an external call comes in, the number shows up as 9XXXXXXXXXX. I was wondering if there was a way to force it to show up as 91XXXXXXXXXX instead. The shortcode to dial out is 9N. At one of our sites, they are unable to redial a number because the number doesn't have 91 in front of it. I hope what I'm asking makes sense. Thanks in advance.
