changing the incoming number prefix and add any number to make a call

what changes i need to make in my dial plan so that if any call comes through RAD into my definity i can remove the incoming number's first digit and add up any desired digit infront of that truncated number and make call on that number through 747 card

If I am understanding you correctly, you want to intercept some incoming calls and re-route them?

If so, you can make that change in your incoming trunk group on the Incoming Call Handling Treatment pages.
