Changing the Default Site Lock Message

Is it possible to change the default message that appears when a user tries to access a SharePoint site while it is locked down. (When Site Lock set to "No Access")?

The default message is:
Access to this Web site has been blocked.
Please contact the administrator to resolve this problem.


Since we typically only lock the site during backups, I would like to use a more descriptive message to inform our users.
